Generally speaking Independent Software Vendor (ISV) is an organization specializing in making and selling software. There are partners to Microsoft who specialized in creating and selling solutions based on Microsoft technology, these are referred to as Microsoft ISVs. Microsoft has a program for partners specializing in building and selling products based on their technologies, it is called ISV Connect.
